The Regional Association Cultural and Creative Industries Saxony (Landesverband der Kultur- und Kreativwirtschaft Sachsen e.V.) and HSF Meissen invite you to take part in Germany’s first regional edition of the Creative Bureaucracy Festival, under the patronage of Michael Kretschmer, Minister-President of the Free State of Saxony. The festival takes place as part of 4transfer.

Background to the initiative
We are bringing the spirit of the Creative Bureaucracy Festival from Berlin to the Free State of Saxony. Like the umbrella brand, Townhall Saxony brings outstanding, creative solutions to community issues to the stage and offers the opportunity to talk to the people behind them. From small adjustments to big visions for the future! We stand for the shift from a ‘no, because’ culture to a ‘yes, if’ culture that is enthusiastic about new ideas. Are you too?
The Saxony Association of Cultural and Creative Industries (Landesverband der Kultur- und Kreativwirtschaft Sachsen e.V.) is primarily responsible for implementation within the framework of the 4transfer innovation network. It was founded on 23 July 2015 by cultural and creative professionals from Saxony to act as a joint mouthpiece for the Saxon creative scene and, in particular, to advocate for the needs of solo self-employed persons and micro-enterprises in the cultural and creative industries. Together, Saxony’s creative professionals are working to improve the framework conditions for their work and contribute their industry expertise to a wide range of projects at local, regional and national level.
As a closely cooperating partner institution, HSF Meissen trains young professionals for Saxony’s public administration in nine practice-oriented bachelor’s, diploma and master’s degree programmes and offers tailor-made further training courses for specialists and managers in order to adequately prepare all civil servants of the Free State for the current challenges in public administration.
4transfer is committed to a society that focuses on progress, diversity, respect and equality. With innovative ideas and projects, we address current challenges such as the energy transition, resource scarcity, scepticism towards science and anti-democratic tendencies through exchange and education. The innovation network is funded by the federal-state initiative ‘Innovative University’. Our network includes the TU Bergakademie Freiberg, the Duale Hochschule Sachsen, the Hochschule Meißen (FH) and training centre, and the Landesverband der Kultur- und Kreativwirtschaft Sachsen e.V. (Regional Association Cultural and Creative Industries Saxony).
Why should you participate?
Have you developed an innovative solution for public administration? Great! Then take part in our open call for Creative Bureaucracy Townhall Saxony. Until 31 December 2025, we will be collecting examples of good practice in the Free State of Saxony that show how administration can be rethought.
On 26 March 2026, the favourites among all submissions will take to the stage at the premiere of Creative Bureaucracy Townhall Saxony at Dresden’s Kraftwerk Mitte. A jury will select the winning project from the pitches, which will be awarded on the same day.
The prize? An exclusive stage slot at the Creative Bureaucracy Festival in Berlin – and with it, the chance to showcase your idea nationwide!

Modern communication formats facilitate access and improve interaction with citizens. Target group-oriented services, transparent processes and user-friendly digital solutions help to make administration more efficient and citizen-friendly.
